This offer is somewhat targeted as you have to submit your name, address, and social security number to find out if you have been targeted, but this is an American Express Platinum 100K opportunity!
Actually, there is the American Express Platinum 100,000 Membership Reward points (after spending $3,000 in the first 90 days) and a American Express Premier Rewards Gold offer of 50,000 Membership Reward points (after spending $1,000 in the first 90 days).
Here is a quick highlight of the differences and details for both cards so that you can make the best choice for you.

Here is what you do – go to www.creditcards.com and click on the link in the top left of the screen (Offers Matched For You). You have to enter your Name, Address, and Social Security number to determine if you are targeted for this offer, but if you are, it will take you through to the American Express website for the application. If you do decide to do this, make sure you take screenshots of the process in case American Express does not honor this automatically. This is an amazing deal!
My Take: Personally, I think the difference of 50,000 Membership Reward points between cards justifies paying the annual fee on the American Express Platinum card. Remember, 50,000 Membership Reward points transferred to Air France can get you a round-trip ticket to Europe from the US. That alone is worth a lot more than $450. Also, you get the $200 airline incidental credit annually with the Platinum card as well as Global Entry ($100). I applied and was approved for the Platinum instantly and will be canceling my Business Plat sometime this year as a result.
Here are some earlier posts about the Platinum card and the Premier Rewards Gold card. Note: the application links in those posts are my affiliate links and they are inferior offers, so make sure you go through with the suggestions here instead of clicking through on these posts.
